Two PTFE washers can come out of the same die, look almost identical, and be very different parts.
Virgin PTFE is made from fresh resin. It is bright white, and it gives you the properties PTFE is bought for in the first place: the chemical resistance, the heat, the electrical insulation.
Reprocessed PTFE is made from reground scrap. It is cheaper, often slightly off white or greyish, and its mechanical and electrical properties are lower and less predictable. For a spacer that only needs to be slippery it may be perfectly fine. For anything electrical, anything touching food, or a seal in a chemical line, it is the wrong part.
If a drawing just says PTFE, we ask which one. If a quote for PTFE washers looks surprisingly low, you might want to ask the same question.
